Meaning of region code?

The lookup of my IP address within the UK shows a State/Region of Q2. Equally if I lookup 91.96.106.n it will show a region of 06 within Germany.

Outside of the US or Canada where they are obviously State abbreviations what does this mean? Can I lookup where Region Q2 is within the UK for instance?
